The document opens for me ok.
Actually I would recommend reading with "healthy scepticism"- let's just say that there is a bit of gloss and spin applied compared to harsh reality. Also a warning that ERTMS consists of various elements including Operational Rules and Radio Communications and what most people here really mean is the sub-set ETCS. Also that this is not "a signalling system" in the way that most assume; it is a specification for the train to trackside to permit interoperability between different countries and between different manufacturers. It concerns itself primarily with "the air gap" - communication via radio and via balise. This does not make the implementation of ETCS in one environment the same as the implementation in another any more than the functionality of a relay interlocking from one site to another is the same merely because both installation utilise the same type of relays. These attachments appear to be taken directly from the wikipedia entry for ETCS and as such, while they may be a good basic guide, the information may not be technically complete.

The IRSE has produced a text book "ETCS For Engineers" which is a good source of reliable information and much easier to comprehend than wading through all the technical formal specifications (I can say this as although I am one of the listed authors in truth I only contributed a minor amount of the content); it is unfortunately quite expensive.
What you should have for free is Appendix V of the Module 2 Study Pack on the Exam DVD. I included here an explanation of ETCS which I regard as more than sufficient for an exam student attempting any of the modules, not just module 2. Indeed I venture to suggest that it would be a good idea if all those who pontificate about the subject actually understood it to this level of detail!
