We have spoken to the IRSE about making past papers available here and did not get a conclusive yes. Instead they decided to publish a sample of the papers on their website (the current set are 2008) and I understand more past papers are on the study pack CD. Candidates in a given year are allowed to have the papers they have taken the day after the exam, so if you can find someone locally perhaps get a copy from them. As it stands we are not in a position to publish what is effectively the IRSE's property here.
Sorry we can't be more help, but if people feel strongly about this, please give us your comments and we'll approach the IRSE again.
